On May 25, 1787, fifty-five delegates from twelve states met in Philadelphia to revise the Articles of Confederation. In short, all delegates at the Convention believed in a system with checks and balances, and the conservatives deliberately erected safeguards against excesses of mobs. However, the people still had power, and the government was still based on the people.
