By the time USA had rebuilt its navy Japan would have finished conquering South East Asia, gained all the resources it needed and would be too strong for America to attack. To encourage America to believe that the Japanese were not going to attack immediately, Tojo continued to negotiate with the American government right up until the first Japanese planes took off from their aircraft carriers and did not issue a formal declaration of war.
