Pearl Harbor can be avoided from happening if the government and military can learn from this tragic event. If the government can learn to truly keep neutrality during a war, recognize and identify the true warnings of attack, and better communicate with military officials, such events may not be stopped completely in future times, but would most certainly be better prepared for and most likely will result in a much lower number of American casualties.
