…just like the bias cuts. The compromise between the old shorter skirt and the newer longer skirt was that there was a brief period (1928) where evening clothes had both. It was evening wear that lead the way, while day wear was still hooked to the flapper fashion idea. The "flapper" look only lasted about three years, from 1925 to 1928. By 1928 high fashion had drifted onward, but the look of the flapper lives on in popular minds!
