Hussein thought that the Kurds were "a problem" and the international community was too cowardly to take a stand. Later, no huge effort was made to punish Iraq, instead the US helped Iraq to grow economically. All of the perpetrators were allowed to get away with their crimes against humanity--none have been punished. I would say that it is important for genocide as awful as this never to happen again, but that's been said before.
