In 1991 during the Gulf War Iraq had chemical weapons, yet these weapons failed to stop The United States from going to war against them. Furthermore Iraq chose not to use the chemical weapons in fear of the angry beast they would have awaken within the US and the ruthlessness that would have been unleashed onto them. Iraq wants to survive and it is their commitment to survival that has stopped their grand ambition every time.
