I think that the best way to weed out the evil ones from the disturbed ones is to put them through a series of psychological tests before the trial. That way, the system would be able to help those that need help by committing them. At the same time, the government can punish those that have evil intent by life sentences. This way, we can save more prospective victims and also save more troubled children.
