When writing about the poor law it is not so much as a history lesson, or why it failed. The poor law did fail. It could be said that it failed because it was 18th century politics dealing with what is now a 19th century problem. It could have failed because of the conflict between rural and urban societies. It could have failed because of the class war, about the middle number classes taking control.
