Regional Bell telephone operating companies (RBOC) then followed, such as Verizon, SBC, Qwest (formely known as USWest) and Bell South. In fact, unbundling did not deter incumbents from investing in upgrading networks (for DSL): incumbent telephone companies such as SBC Communications have heavily invested in upgrading to accommodate DSL.
