…this dual objective could be the establishment of an International Body (without any Veto-powered nations) which could formulate broad Energy conservation guidelines (and not directives) for its member nations to follow. Such guidelines could be framed such that they address the interests of all the member nations equally. However, the implementaion alongwith the specific policy on conservation could be left with the member nations themselves. Consequently, an International Organisation as discussed could resolve the issue.
